The President of the Republic of Kazakhstan

Born July 6, 1940. In 1967, he graduated from the Highest Technical Educational Institution at the Karaganda Metallurgic Factory. He is a Doctor in Economics, Academician of the National Academy of the RK, International Academy of Engineering, Russian Federation Academy of Social Sciences, Honorable Professor of the Al-Farabi Kazakh State National University, Honorable Member of the Academy of Science of the Republic of Belarus, Honorable Professor of the Lomonossov Moscow State University. In 1960-1969, he worked at the Karaganda Metallurgical Combinat. In 1969-1973, he was involved in the Party and Komsomol work in Temirtau of the Karaganda region. In 1973-1977, he was a secretary of the party committee at the Karaganda Metallurgic Factory. In 1977-1979, he served as secretary of the Regional Committee of the Party in Karaganda. From 1979 through 1984, he served as Secretary of the Committee of the Communist Party of the RK. From 1984 through 1989, he was a Chairman of the Ministers Council of the Kazakh Soviet Socialist Republic. In 1989-1991, he served as First Secretary of the Central Committee of the Communist Party of Kazakhstan. From February to April 1990, he concurrently worked as Chairman of the Supreme Council of the Kazakh Soviet Socialist Republic. At the first general elections of the President of the Republic of Kazakhstan in 1991 N.A. Nazarbayev received 98,7 percent of votes. On April, 29, 1995, through a popular referendum, the term of office of the President has been extended until 2000. In the elections of 1999, 2005 and 2011 was re-elected as the President of the Republic of of Kazakhstan.

Doctor of Law, professor. Date and place of birth: May 13, 1965 in Karatau, Zhambyl region. Bakhytzhan Zh. Abdraim graduated from S.M. Kirov Kazakh State University on the specialty of Law (1990), as well as from Turan University on the specialty of Finance and Credit (1997). He acquired postgraduate degree at S.M. Kirov Kazakh State University (1992) and Doctor’s degree at the State and Law Institute of the Russian Science Academy (2001). He was conferred the title of “Honorary Judge of the Republic of Kazakhstan” and awarded an honorary judicial community symbol “Ush Bi” and an honorary symbol “Sot zhuyesinin kurmetti kyzmetkeri”. B. Abdraim was granted gratitude of the Chairman of the RK Supreme Court, the Chairman of the RF Supreme Arbitrage Court, and the International Union of Lawyers. He was also awarded the order “Kurmet”, anniversary medals “10th anniversary of the Constitution of the Republic of Kazakhstan”, “10th anniversary of the Parliament of the Republic of Kazakhstan”.

Doctor of Economic Sciences, academician of the Russian Academy of Natural Sciences, state politician of Kazakhstan, diplomat. 1972-1976 - engineer at the Almaty Plant of Heavy Mechanic Engineering. 1976-1988 – work at the Soviet party. 1988 - Assistant to the Chairman of the Council of Ministers of the Kazakh SSR. 1989-1990 - Assistant of the 1-st Secretary of the Communist Party of Kazakhstan. 1990-1995 - Chief of Staff of the President and Prime Minister of the Republic of Kazakhstan, member of the Security Council of the Republic of Kazakhstan. 1995 - Extraordinary and Plenipotentiary Ambassador of Kazakhstan to the United Kingdom of Great Britain and Northern Ireland, in combination - in Denmark, Norway and Sweden. In 1996 - first assistant of the President of the Republic of Kazakhstan. 1998-1999 – a Chairman of the National Security Committee, has the rank of major general. 2000-2002 – 1-st Vice-Minister of Foreign Affairs of Kazakhstan. 2002 - Head of Presidential Administration RK. In 2004 - Chairman of the Senate of Parliament of RK. 
 

2007 – by Presidential Edict appointed to be Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan in the Russian Federation. 2008 – 2010 - 1-st Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

Zhanar graduated from S.M. Kirov Kazakh State University, Joint Vienna Institute, Harvard Kennedy School. After graduation had work placements with Kazakh State University, Moscow State University, Charles University and Central European University. Coordinated programs at the UN Representation Office in Kazakhstan, was Assistant to UN Coordinator and UNDP Representative in Mongolia. Was Curator of programs implemented by UNDP's Regional Bureau for Europe and the CIS in Central Asia. In September 2003 Ms. Aitzhanova was appointed Vice Minister of Industry and Trade. In 2005 she was appointed Special Representative of Kazakhstan to hold negotiations on accession to the WTO. In March 2010 she was appointed Minister of Economic Development and Trade. In April 2011 she was appointed Minister of Economic Integration.

Khaled Mohammed Al-Aboodi received Bachelor`s degree at the King Saudi University (1982) and master`s degree in economics at the Northeastern University, Boston, USA (1987).

1982-1995 - Analyst at the Ministry of Finance and National Economy of Saudi Arabia, Director of Environmental Department, Director of International Financial Institutions Department. In 1995 - moved to Washington for reason of appointment as Assistant to Saudi Executive Director at the World Bank and was later appointed the Executive Director of the Saudi Arabia to the World Bank`s Board of Directors until 2000. Later in 2000 went to work at Saudi Arabia`s Public Investment Fund as a Senior Economist. In November 2001 joined the Islamic Development Bank Group as a Deputy General Director of the Islamic Corporation for the Development of the Private Sector, division of IDB on private sector; since 2007 to the present time he is a Chairman of the Board of ICD.

Ahmed Mohamed Ali Al-Madani was born in 1934 in Medina, Saudi Arabia. He earned a B.A. degree in commerce and a degree in law from Cairo University, M.A. in public administration from the University of Michiganin 1962, and PhD in public administration from the State University of New York at Albany in 1967.

From 1958–1959 Ahmed Mohamed Ali Al-Madani served as director of the Scientific and Islamic Institute in Aden, Yemen. During the period 1967–1972, he was appointed as the acting rector of the King Abdulaziz University in Saudi Arabia. From 1972–1975, he served as Deputy Minister of Education. In 1975, he was elected as the first president of the newly established Islamic Development Bank. In addition to the bank activities, 1993–1995 he was the Secretary-General of the Muslim World League.

Nobel Memorial Prize laureate in Economics 2005 “For having enhanced our understanding of conflict and cooperation through game-theory analysis”

Yisrael Robert John AUMANN was born in 1930, graduated from the City College of New York and Massachusetts Institute of Technology, where he defended the doctoral dissertation on mathematics. Until retirement he was a professor at the Center for the Study of Rationality, the Hebrew University. He headed the Game Theory Society, and in the early 1990s he was the President of the Israel Mathematical Union. In addition, he was a managing editor of “Journal of the European Mathematical Society”. Also he provided consulting services to the U.S. Arms Control and Disarmament Agency. He was engaged in the game theory and its applications for about 40 years. In 1994 he was awarded the Israel Prize in economics. He is an author of such works as “Almost Strictly Competitive Games” (1961), “Mixed and Behavior Strategies in Infinite Extensive Games” (1964).

Sergey N. Bagaev was born on September 9, 1941 in Novosibirsk. Doctor of Physical and Mathematical Sciences, Professor. In 1964 graduated from Novosibirsk State University. In 1965-1978 worked at the Institute of Semiconductor Physics of the SB RAS USSR. In 1978 – the Institute of Thermophysics SB RAS USSR. Since 1991 – the Institute of  Laser Physics, SB RAS. Full member of the RAS, Department of General Physics and Astronomy, member of Presidium of RAS, member of the Bureau of the Department of Physical Sciences. Member of the Executive Committee of the European Physical Society, International Commission on Quantum Electronics, member of the Public Council for Science of the State Duma of the Russian Federation. Chairman of the Board of Directors on the Novosibirsk Scientific Center (since 2001). The President of the Russian society “Znanie”. Also he is engaged in teaching at the Novosibirsk State University, Novosibirsk State Technical University and Moscow Institute of Physics and Technology.

He was born in 1939 in Erfurt. Germany; holds a PhD. He conducted scientific research in Sociology, General Psychology, Public Law, Economics at the universities on Frankfurt and Freiburg, also conducted empirical research in Algeria. Previously he was a Director of the United Nations` Center of Science and Technology, Senior Advisor to the German Federal Minister, United Nations` Coordinator on World Bank and IMF, Chairman of the United Nations Dispute Tribunal.  He worked as an international coordinator of Kofi Annan and Director of the African Development Bank. Currently he is a Director of the Global Innovation Fund operations.

BASTARI Panji Indra was born on December 9, 1960 in Indonesia; received a bachelor`s degree in Architecture at the Trisakti University, Jakarta, Indonesia; master`s degree in Planning (1990).

In 2001 he received a doctoral degree in Planning and Development at the School of Policy, University of Northern California, USA.

His professional interests cover such areas as urban development, urban governance, infrastructure development, housing and communal services development, architecture and urban design. 

Deputy CEO of “Sovereign Wealth Fund “Samruk-Kazyna” JSC

A well-known statesman of the Republic of Kazakhstan, a graduate of the Almaty Institute of National Economy. Labor activity she has begun in 1983, and by 1993 she worked in various positions of enterprises of the real sector of the economy. From 1993 she worked at the Central Office of the Ministry of Finance of the Republic of Kazakhstan, Director of the Budget Department of the Ministry of Finance. Since 2001 – Vice Minister of Labor and Social Protection of the Republic of Kazakhstan During 2002-2003 she worked at the National Bank of the Republic of Kazakhstan (Director of the Department on regulation of the activity of the pension saving funds, Director of the Department of Financial Supervision). Since January 2004 - Deputy CEO, since 2008 - CEO of the Agency of the Republic of Kazakhstan on regulation and supervision of financial market and financial organizations. Prior to her appointment as the Deputy CEO of “Samruk-Kazyna” she headed the subsidiary of the Fund, which managed the state stock of shares in BTA Bank, Alliance Bank and Temirbank. She has a number of awards among which “Kurmet” (2006), Jubilee Medal “Kazakstan Konstitutsiyasyna 10 zhyl”. She is in the TOP-3 ranking of influential women of Kazakhstan of 2015 according to the magazine “Vlast’.

François BERGERE received the master`s degree at the French Business School Ecole Nationale d’Administration, also received the master`s degree in economics at the Paris-Sorbonne University. Moreover, he graduated from Executive Program in Business Administration at the Columbia Business School in 1991.
1989-1997 - Chief Financial Expert and Managing Director on the Technical Assistance of Caisse des Depots group in energy and the environment.
1997-2002 - Manager on infrastructure of World Investment Fund in the Southeast Asian and European countries. He was a member of various groups dealing with audit of international organizations, including UNDP, World Meteorological Organization, the UN's refugee agencies and OECD.
Since 2005 he is a Secretary –General of the PPP mission, experienced in the fields of public administration, engineering and infrastructural financing, due to holding of a position of Senior Accountant at the French National Audit Office. He is an author of a “PPP Guide” book.

In February 2008 he was appointed the Chairman of the Board of Al Hilal Bank, has a 20-year experience in banking industry.

National Academy Scholar and Director of the Program on Technology, Innovation, and Entrepreneurship

Dr. Charles Wessner serves as a vice chair of UNECE Team of Specialists on Innovation and Competitiveness Policies. He is recognized nationally and internationally for his expertise on innovation policy, including public-private partnerships, entrepreneurship, early-stage financing for new firms, and the special needs and benefits of high-technology industry.  He testifies to the United States Congress and major national commissions, advises agencies of the US government and international organizations, and lectures at major universities in the US and abroad.

Dr. Wessner's work addresses the linkages between science-based economic growth, entrepreneurship, new technology development, university-industry clusters, regional development, small firm finance and public-private partnerships.  His program at the National Academies also addresses policy issues associated with international technology cooperation, investment, and trade in high-technology industries.

Professor Yessekina B.K. is the famous expert in the field of governance and sustainable development not only in Kazakhstan but also in Central Asia and CIS. In 1999 to 2001 she was the National coordinator of the First Inter-State Report on indicators testing of sustainable development for the Aral Sea basin, which was successfully presented by Kazakhstan at 9-th UN CSD (2001). In 2000-2002 she was a Member of the Working group of the preparation UNDP report (National Agenda -21), which was presented during the World Summit on Sustainable Development in Johannesburg. In 2003-2010 she was National Coordinator of projects by support Government of Kazakhstan, including “Development Strategy for the formation of competitive clusters in natural-resource sector”, “Improving Governance and Strategic Planning in the Republic of Kazakhstan”, “Environmental- economic problems in the mineral resources sector” and many international Projects by support ESCAP - “Problems of reducing poverty”; OSCE- “Consequences of WTO accession for Sustainable Development ”; EU- “Formation of system of sustainable development indicators” ; ECOSOC- « Achievement of MDGs in Kazakhstan”; UNESCAP - “National report on integrating of the “Green growth" principals in the strategic planning system”, etc. In 2008 to 2009 – Prof. Yessekina as Vice – Rector and Rector leaded by process of the opening the National School of Public Policy in the framework of Academy of Public Administration under President of Kazakhstan with cooperation of LKY Public Policy School, ENA,LSE and others. Minister of Education and Science of the Republic of Kazakhstan

He graduated from S. M. Kirov Kazakh State University in mathematics achieved a Doctorate of Engineering Sciences, is Professor, Academician of National Academy of Science of the RK, Laureate of “Outstanding Figure of Labor of Kazakhstan” State Award of the RK in Science, Technology and Education. In 1979-1991, he held posts ranging from assistant to professor, department chairman and vice rector. In 1991, he became the President of the National Engineering Academy of the RK. In 2001-2005, he acted as the first Vice Minister of Education and Science of the RK, the chairman of the Internal Policy Department of the Presidential Administration of the RK and the Chairman of the Department of Social and Cultural Development of the Government of Kazakhstan. On 18 August 2007, he was elected as deputy and vice chairman of the Majilis, the lower house of the Kazakhstani parliament, where he became the leader of the “Nur Otan” block. He has been awarded the Grand Gold Medal by UNESCO, honored by the Federation of Engineering Institutions of Islamic Countries and accepted into the prestigious “Engineering Glory” order. He is an Honorable Engineer of the Republic of Kazakhstan.

He has served in Luxemburg, Brussels, Vienna and, from 2001-2004, as the Head of the European Commission Delegation to Ukraine, Belarus and Moldova in Kiev and from 2004-2008, as the Executive Director of the International Science and Technology Centre in Moscow. Secretary of State for Foreign Trade of the Ministry of Economy, Industry and Employment of France population

Idrac, an alumna of the Institute of political studies of Paris (Sciences Po), and of the École Nationale d'Administration, was, from 1974 to 1995, civil administrator in various posts in the Minister of Public Works (France), of housing, of the environment, of urbanism and of transports.[2] She was also general director of the public establishment of rural development of Cergy-Pontoise from 1990 to 1993.

In 1995, still director of land transports, she was called to the government as woman issued from the civil society, to the post of Transportation State Secretary, which she occupied under the two Juppé governments. She conducted the legislative reform of 1996 which led to the debt-clearing of the SNCF by the creation of the RFF, and to the experimentation in 5 regions of de-centralisation of regional trains (TER), extended in 2001 by Jean-Claude Gayssot.

Daughter of André Colin, the head of MRP and of political parties which succeeded it at the centre, she chose to join François Bayrou's Democratic Force and the Union for French Democracy (UDF). She was elected UDF deputy of the third circonscription of the Yvelines in 1997 and re-elected in 2002, losing to Hervé Morin to the presidency of the group UDF at the National Assembly. She was chairman of the regional council of the Île-de-France (1998–2002) and was general secretary to the ‘Nouvelle Union’ for the French Democracy (UDF).

In September 2002, she left her mandate and political functions to take on the presidency of the RATP, on the suggestion of Prime Minister Jean-Pierre Raffarin. Christian Blanc, ally to the UDF, who had been one of her predecessors at the RATP, and with whom she has led the fusion of Air-France/Air-Inter to completion, became her successor at the National Assembly. Her mandate years at the RATP are marked most notably by the reform of retirement financing, the launching of automation of Parisian metro’s line 1, the installation of a guaranteed contractual service in case of strikes, as well as contracts in foreign countries.

Brought back to the post for a mandate of 5 years in July 2004, she resigned on 12 July 2006 to succeed Louis Gallois as head of the SNCF, the latter being called toEADS. She was involved in the development of TGV lines at a European dimension, to the relaunch of regional transportation, and to the regeneration of the network for RFF, and to the rectification of the fret situation. She obtained the creation of an autonomous fund for retired railwaymen, rendered necessary by the application to enterprise of IFRS accounting norms.

November 2002 to June 2003 was Advisor to the Minister of Economy and Budget Planning. In 2003 he has added to his portfolio the position of the Vice Minister of Industry and Trade. Till 2002 worked as the member of Supreme Economic Council under the President of the Republic of Kazakhstan, at the Administration of the President of the Republic of Kazakhstan, served as Chairman of the Agency for Strategic Planning, First Vice-Minister of Finance of the Republic of Kazakhstan. From 2002 to 2006 served as Minister of Economy and Budget Planning of the Republic of Kazakhstan. In 2006 served as CEO of Kazyna Sustainable Development Fund (the state institutions of development). In January 2008 appointed as Head of Administration of the President of the Republic of Kazakhstan. Since 2008 to 2011 - CEO of Sovereign Wealth Fund “Samruk-Kazyna” JSC (The Fund, which consolidated all the state companies). In April 2011 served as Minister of Economic Development and Trade of the Republic of Kazakhstan. In January 2012 was appointed as the Deputy Prime Minister of the Republic of Kazakhstan, where governed the issues of macroeconomics, budget policy, governing of state companies and finance sector, tax and custom regulations and etc. Kelimbetov also served as the Chairman of the Council of Eurasian Economic Comission, where he represented the Republic of Kazakhstan. In October 2013 by the Decree of the President of the Republic of Kazakhstan was appointed as the Chairman of the National Bank of Kazakhstan. Nobel Prize winner in Economics 2004 “for contributions to dynamic macroeconomics: the time consistency of economic policy and the driving forces behind business cycles”, USA

He is a co-recipient of the 2004 Nobel Memorial Prize in Economics (shared with Edward C. Prescott), "for their contributions to dynamic macroeconomics: the time consistency of economic policy and the driving forces behind business cycles". Kydland earned a B.S. from the Norwegian School of Economics and Business Administration (NHH) in 1968 and a Ph.D. in Economics from Carnegie Mellon in 1973. He is a Research Associate for the Federal Reserve Banks of Dallas, Cleveland and St. Louis, and a Senior Research Fellow at the IC2 Institute at the University of Texas at Austin. He is also an Adjunct Professor at the Norges Handelshyskole (NHH), and has held visiting scholar and professor positions at, among other places, the Hoover Institution and the Universidad Torcuato di Tella in Buenos Aires, Argentina.

President of Science and Technology policy Institute

Dr. Suk Joon Kim has been appointed the President of Science & Technology Policy Institute (STEPI) since August 2008. He has been a member of National Assembly of the Republic of Korea from 2004 to 2008 contributing to the development of policies through working in the Science, Technology, Information and Telecommunications Committee. In 2004, he served as President of Korean Association for Public Administration and until March 2002 he was the executive member of the Citizen’s Coalition for Economic Justice. He was a professor of Public Administration  at Ewha Woman’s University from 1989 to 2004. During 1993-1998, he was the Dean of Graduate School of Information Science, Ewha Woman’s University. He holds a B.E. in Engineering and M.A. in Public Administration from Seoul National University and Ph.D. in Political Science from UCLA.

President of Ukrainian Union of industrialists and entrepreneurs

Born on August 4, 1954, and since 1997 has served as President of the Ukrainian Union of Industrialists and Entrepreneurs. In 1997-2009 he was the First Vice-president of International Congress of Industrialists and Entrepreneurs. In October 5, 2009 at the IX meeting of the Assembly of International Congress of Industrialists and Entrepreneurs in Vilnius, he was unanimously elected as President of the Board of the International Congress of Industrialists and Entrepreneurs. In 2001-2002 he served as Prime Minister of Ukraine, and in February 2005 became the First Deputy Prime Minister of Ukraine. In September 2005 he was appointed Secretary of National Security and Defense Council of Ukraine. In 2007, he worked as Minister of Economy of Ukraine. Since November 2007, he has headed the subcommittee on the development of MIC Committee of the Supreme Council of Ukraine on National Security and Defense. On March 11, 2010, he became Advisor to the President of Ukraine. He has been awarded the Order of Yaroslav the Wise V stages, the Order of Yaroslav the Wise IV stages, Commander's Cross of the Order of the Republic of Lithuania.

Deputy Prime Minister of Belarus

Date and place of birth: November 21, 1960; Moscow, Russian Federation. In 1963 the family moved to Belarus (the Belorussian Soviet Socialist Republic at that time) as his father was assigned for further military service in the Belarusian Military District. He started his secondary education at school in the village of Bobrovichi, Kalinkovichi district, Gomel region, and then he studied at School No. 2 in the town of Shchuchin, Grodno region. In 1977 he finished the Labour Red Banner Order Secondary School No. 50 in the city of Minsk.

 

Within the period of 2003-2010 while working in the capacity of the Deputy Prime Minister of the Republic of Belarus, A.Kobyakov was also a member of the Economic Council of the Commonwealth of Independent States as well as   the Integration Committee of the Eurasian Economic Community. From 2003 to 2006 he was a member of the High Level Group for Establishing the Common Economic Area of the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation and Ukraine. From 2009 to 2010 Mr.Kobyakov was a member of the Commission of the Customs Union of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation.

From 2001 to 2011 he carried out the functions of the trustee of the Republic of Belarus at the International Bank for Reconstruction and Development, the Multilateral Investment Guarantee Agency and the International Financial Corporation.

In the period of 2011-2012 while working as Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the Russian Federation, A.Kobyakov was a Permanent Representative of the Republic of Belarus in the Eurasian Economic Community; he was also a Special Envoy of the Republic of Belarus for integration and cooperation within the framework of the Union State, the Customs Union and the Common Economic Area, the Commonwealth of Independent States, the Collective Security Treaty Organization, the Eurasian Economic Community.

In 2006 A.Kobyakov was awarded the Order of Honour, and in 2014 he was decorated with the Order of Fatherland (3rd degree).

Mr.Kobyakov is married and has a daughter (1985) and a son (1998).

Former Prime Minister of Canada, Advisor Legal Corporation «Heenan Blaikie»

Born and raised in Shawinigan, Quebec, Chrétien is a law graduate from Université Laval. He was first elected to the Canadian House of Commons in 1963. He served in various cabinet posts under prime minister Pierre Trudeau, most prominently as Minister of Justice, Minister of Finance, and Minister of Indian Affairs and Northern Development. He also served as deputy prime minister in John Turner's short-lived government. He became leader of the Liberal Party of Canada in 1990, and led the party to a majority government in the 1993 federal election. He was re-elected with further majorities in 1997 and 2000.

Chrétien was strongly opposed to the Quebec sovereignty movement and supported official bilingualism and multiculturalism. He won a narrow victory as leader of the federalist camp in the 1995 Quebec Referendum, and then pioneered the Clarity Act to avoid ambiguity in future referendum questions. He also advanced the Youth Criminal Justice Act in Parliament. Although his popularity and that of the Liberal Party were seemingly unchallenged for three consecutive federal elections, he became subject to various political controversies in the later years of his premiership. He was accused of inappropriate behaviour in the Sponsorship scandal, although he has consistently denied any wrongdoing. He also became embroiled in a protracted struggle within the Liberal Party against long-time political rival Paul Martin. He resigned as prime minister in December 2003, and left public life. In retroactive polling, Chrétien ranks highly among both scholars and the public.

Executive Secretary of the United Nations Economic Commission for Europe

Mr. Kubis was born in Bratislava on 12 November 1952. On 19 December 2008, United Nations Secretary-General Ban Ki-moon announced the appointment of Jan Kubis of Slovakia as the new Executive Secretary of the United Nations Economic Commission for Europe (UNECE), Under Secretary-General of the United Nations. He has outstanding qualifications and numerous accomplishments in his own country and internationally, in the area of diplomacy, foreign security policy, as well as international economic relations. He served as Minister for Foreign Affairs of Slovakia from 2006 to January 2009, as Chairman of the Committee of Ministers of the Council of Europe, from 2007 to 2008, and as Secretary-General of the Organization for Security and Cooperation in Europe (OSCE), from 1999 to 2005.  Among his previous functions, he was the European Union's Special Representative for Central Asia with the office in Brussels from 2005 to 2006. In 2000, he was the Personal Representative of the Chairman-in-Office of OSCE for Central Asia, and from 1994 to 1998, Director of OSCE’s Conflict Prevention Centre. From 1998 to 1999, he was Special Representative of the Secretary-General for Tajikistan and Head of the United Nations Mission of Observers in Tajikistan.  A graduate of the Moscow State Institute of International Relations, he worked at the Ministry of Foreign Affairs of the former Czechoslovakia from 1976 to 1992 and thereafter in 1993 at the Ministry of Foreign Affairs of Slovakia. In 1993-1994 he served as Permanent Representative of Slovakia in Geneva to the UN Office and other International Organizations, including the ECE.

Since 1992, he has been teaching in the Computer Science Department of the UAB, where he currently is an Associate Professor. In 1996, he participated in the foundation of the Computer Vision Center at the UAB, where he has held different institutional responsibilities.


He has been responsible for public and private projects with companies such as Volkswagen AG, SEAT CT, Applus+IDIADA, Samsung (Europe), Xerox (XRCE),  and BBraun, and is a co-author of a large number of journal and conference papers, all in the field of computer vision (see Google scholar).

His research interests are vision-based object detection, semantic segmentation, domain adaptation, computer graphics for training computer vision models. These topics are seen as key technologies to be applied in the fields that are of high interest for Antonio, namely, ADAS and autonomous driving. Currently, Antonio is specially active in domain adaptation for objected detection, in particular, adapting models learned with computer graphics ground trouth to be applied in real-world scenarios. He has been also very active in pedestrian detection for ADAS, even publishing a book about it.

It is worth to visit the current coordinated project in which Antonio is the principal investigator, eCo-DRIVERS.

Currently, he is responsible of the course “software engineering lab”, where the students develop a project from "zero" working in teams of around 8 members and applying software engineering best practices.

Sergei Martynov was born on February 22, 1953 in Gyumri, Armenian SSR. He graduated from the Moscow State Institute of International Relations, summa cum laude, in 1975.

He previously served in diplomatic representation of Belarus in the USA and as the ambassador in Washington, D.C. between 1993 and 1997. Before his appointment as foreign minister, he also served as ambassador to Belgium, the EU and to NATO between 2001 and 2003. Albina Nikkonen has served as the Executive Director of RVCA since 1998, promoting the establishment and development of the venture capital industry in Russia. She is an organizer of the first Russian “Fund-of-Funds” Venture Capital Innovation Fund (VIF) which was established in 2000 under the Government Decree. The main goal of VIF has been to promote venture funds with national capital in Russia. 
In 2006 Albina Nikkonen served as a member of the work group for preparing the Russian Venture Company (RVC), chairman of the organizing committee for The Russian Venture Fair (2000) and Russian Venture Forum (2005). In 2005, under the direction of Albina Nikkonen, regional coaching-centers for entrepreneurs were organized in Russia with a goal to promote venture businesses. First Vice-Minister of Industry and New Technologies of the Republic of Kazakhstan

He was born in 1960. In 1982 he graduated from Rudnensk Industrial Institute with the profession of mining engineer-electrician. In 2004 he graduated from Russian State Service Academy under the President of Russian Federation with the profession of state and municipal administration manager. Albert Rau is a Doctor of Economics. He started his professional activity in 1984 as a power engineer, a chairman of the professional committee of Kurzhunkul mine group SSGPO in Lisakovsk city, Kostanai region. Then he was appointed as  Deputy Chief, and then as Chairman of Lisakovsk City Soviet of working people’s deputies of Kostanai region. From 1993 till 1994 he had been Deputy Head and then Head of Lisakovsk city administration of Kostanai region. From 1995 till 2004 he worked as Mayor of Losakovsk city of Kostanai region. In 2004-2007, Albert Rau was Deputy Akim of Kostanai region. In 2007-2008, Chairman of  Board of Directors of the SC “NC “Saryarka” Social-entrepreneurial corporation”. From 2008-2010 he worked as Akmola region Mayor. Since March 16, 2010 he has been First Vice-Minister of Industry and New Technologies of the Republic of Kazakhstan. He is awarded by the “Dostyk” medal of the II degree and by other medals.

Deputy of the Majilis of the Parliament of the Republic of Kazakhstan

Born February 18, 1938. He graduated from the Kirov named Kazakh State University in the specialty "Economics of Industry" and the Plekhanov named Moscow Institute of National Economy. Doctor of Economics, professor, academician of the National Academy of Sciences of Kazakhstan, a member of the New York National Academy of Sciences, a member of the Pakistan Academy of Sciences. He began his career in 1960, senior lecturer in Kirov named Kazakh State University. Headed Tselinograd Agricultural Institute, Kazakh State Academy of Management. He was President of the National Academy of Sciences of Kazakhstan, rector of Kazakh State Agrarian University, President of the University of International Business. In October 2004 he was elected a deputy of the Majilis of the Parliament of the Republic of Kazakhstan of III convocation on the party list of "Otan" Republican Political Party. He was the Chairman of the Committee on Finance and Budget of the Majilis. Since August 2007 - Deputy of the Majilis of the Parliament of the Republic of Kazakhstan of IV convocation, a member of the Committee on Ecology and the Environment. The Chairman of the Board of diversification of the economy with the faction of People's Democratic Party "Nur Otan".

Senior Advisor at the Albright Stonebridge Group

 Soviet and Russian expert inplasma physics and a former director of the Space Research Institute of the USSR Academy of Sciences.[1] He was also a science advisor to the Soviet President Mikhail Gorbachev. Sagdeev graduated from Moscow State University. He is a member of the Russian Academy of Sciences. He has worked at the University of Maryland, College Park since 1989. He is also currently a Senior Advisor at the Albright Stonebridge Group, a global strategy firm, where he assists clients with issues involving Russia and countries in the former Soviet Union. Sagdeev was married to, and divorced from, Susan Eisenhower, granddaughter of Dwight D. Eisenhower.[2] Sagdeev was the recipient of the 2003 Carl Sagan Memorial Award, and the James Clerk Maxwell Prize in Plasma Physics (2001).

Deputy Director (Strategy, Planning, and Coordination) of the Monetary and Capital Markets Department at the International Monetary Fund (IMF).

 She is responsible for setting strategic priorities for the department, developing policy positions, ensuring quality control, and coordinating the work and resource management of the department. She has worked in the Asian, European, Middle East, and Western Hemisphere Department, leading several missions to emerging market countries. She has led or contributed to key analytical and policy initiatives in the Research and Finance Departments. In her previous roles, she has served as Advisor to Stanley Fischer (First Deputy Managing Director) and Michael Mussa and Kenneth Rogoff (both Economic Counselors of the IMF). She has initiated regional surveillance in the Western Hemisphere Department, coordinated Fundwide research on low income countries, and led an international effort on raising funds for clearing Liberia’s debt arrears and providing debt relief. She has published widely in leading journals on financial market spillovers and financial crises, economic growth, fiscal policy and debt sustainability, and transition economies. She has taught at Delhi University and holds a Ph. D in Economics from New York University

Secretary General of the Regional Cooperation Council (RCC), as of 1 January 2013, following the appointment by the South-East European Cooperation Process (SEECP) Foreign Ministers in Belgrade, Serbia on 14 June 2012.

Svilanović is a Serbian diplomat and politician. He was born as Goran Latinović. Active in politics since 1993, he became president of the Civic Alliance of Serbia(Građanski Savez Srbije) in 1999 and held this position until 2004, when he resigned. From 2000 to 2004, he was Minister of Foreign Affairs of the Federal Republic of Yugoslavia, which was renamed Serbia and Montenegro in 2003. He served from November 2004 until the end of 2007 as the chairman of Working Table I (democratization and human rights) of the Stability Pact for South Eastern Europe. He was also a member of the Senior Review Group of the Stability Pact, which proposed the transformation of the Stability Pact into the Regional Co-operation Council. He served as coordinator of the OSCE Economic and Environmental Activities(2008–2012).

Since 2008, Svilanović has been Assistant Professor of Law at the Union University in Belgrade. He has also been engaged and worked with a number of organizations and committees, such as the Centre for Antiwar Action (1995–1999), the International Commission on the Balkans (2004–2006) and the Belgrade Centre for Human Rights (2007–2008).

Создал свою научную школу. Подготовил более 30 кандидатов и 4 докторов экономических наук.  

Vice-President of the Islamic Development Bank on operational issues

Dr Sidibé received the first engineering degree and a Master's degree in Sciences of France in Paris. He has extensive experience in the field of Islamic banking development projects. January 1, 2009 he was appointed Vice President of Operations of the Islamic Development Bank. He has more than 30 years of experience in the analysis and implementation of public-private partnership mechanisms. He is currently the Chairman of the US National Council for PPPs and the US representative in the group of PPP UN European Economic Commission experts. In February 2008 he was elected Deputy Chairman of the Expert Group on PPP UN European Economic Commission. He is a consultant and lecturer in PPP such organizations as the UNDP (UN Development Programme), UNECE, World Bank, Asian Development Bank, Inter-American Development Bank, the International Law Institute, the governments of various countries. In 2008 was a member of the delegation of the United States Department of Transport and the Association of Public Roads for a visit to Europe to study the best practices in PPPs in Europe.

He is an experienced adviser to the Chairman of the Interstate and the EurAsEC Customs Union (since 1994), an expert in the Government of Russia (1996-1998), and consultant to the Committee on the Economy of the State Duma of the Federal Assembly of Russia (1999). In February 2012 was appointed as a supranational, international official, Member of the Board, the Minister of Economic and Financial Policies of the Eurasian Economic Commission by the presidents of Russia Dmitry Medvedev, Belarus Alexander Lukashenko and Nursultan Nazarbayev. Today, Mr. Suleimenov realizes functions of EEC in such areas as a management of business environment and investments; protection of intellectual activity; labor migration; financial markets; monetary policy; banking; securities market; insurance; enrollment and distribution of import customs duties and tax policy. August 30, 2012 Board of Eurasian Economic Commission seated Mr. Suleimenov as a Chairman of the Advisory Committee on Migration Policy of EEC. The main objectives of the Committee are: hold consultations with the representatives of the states - members of the Customs Union and the Common Economic Space (hereinafter - the Party) and elaboration of proposals on the issues of a unified legal regime in terms of employment of the Parties, the formation of legal framework for the implementation of the migration policy.

2009 - 2010 he was appointed as a Vice-Minister of Economy and Budget Planning of the Republic of Kazakhstan. Afterward, the Ministry was reorganized into the Ministry of Economic Development and Trade. 2010 - 2012, held an appointment as a Vice-Minister of Economic Development and Trade of the Republic of Kazakhstan. As a Vice-Minister was in charge of international relations, including the regulation of international economic integration, the formation of public policy in the sphere of regulation and development of domestic trade and foreign trade activity.

Mr. Sulejmenov started his carrier “Ernst & Young Kazakhstan” auditing company. Later he was working as a Director of the Department of tax accounting and tax planning, JSC “Exploration Production” “KazMunaiGas” a subsidiary of the largest national company of Kazakhstan in the field of oil and gas. Mr. Sulejmenov graduated from Pavlodar State University (Bachelor of Management) and (Bachelor of Law), also graduated from the University Of Maryland School Of Business, R. Igor Shuvalov was born on 4 January 1967, in the town of Bilibino in Chukotka Autonomous Okrug, where his parents came to work. He graduated from high school in Moscow in 1984. Following a failed college matriculation in 1984 – 1985, he worked as a laboratory assistant at the Ekos Research Institute.

From 1985 to 1987 he completed compulsory military service in the Soviet Army, then enrolled into technical school. He later matriculated into the Faculty of Law atMoscow State University and graduated with a degree in Jurisprudence in 1993. After graduation, Shuvalov was assigned as attaché to the legal department of theMinistry of Foreign Affairs, where he was responsible for pursuing developments in international law. The same year he joined the law firm 'ALM Consulting', named afterAlexander Mamut where ALM stands for his initials A. L. Mamut. Shuvalov was senior attorney, then managing partner until 1997. The firm is affiliated with the Moscow Bar Association. In 1995 – 1996, Shuvalov became a co-founder of Stalker, a wholesale Open joint-stock company (OJSC), Fanteim, a real estate OJSC, RANDO Joint-stock company (JSC), a consumer goods manufacturer, and the bank consortium of Channel One Russia JSC, which consolidated the capital of those banks that hold shares in Public Television of Russia JSC (ORT).[citation needed]

In 1997, Shuvalov was appointed as Head of the Department of the "State Register of Federal Property on the State Committee of the Russian Federation for State Property Management", where he was responsible for cooperation with financial institutions and represented the interests of the state on the boards of directors ofRosgosstrakh and Sovcomflot. In January 1998, Shuvalov was appointed Deputy Minister of State Property. In February 1998, he was appointed as a member of the board of directors of Public Television of Russia.[citation needed]

On 25 May 1998, Shuvalov was appointed Acting Chairman of the Russian Federal Property Fund (RFPF) and in September he was confirmed as Chairman. While working with the fund, Shuvalov represented the interests of the state in a number of companies – the Russian State Insurance Company, Public Television (ORT), the All-Union Exhibition Centre SJSC (VVC), Gazprom OJSC, and several others.

On 18 May 2000, after the appointment of Mikhail Kasyanov as Prime Minister of Russia, Shuvalov became a minister of the Russian Federation as Chief of Staff of the Government.  On 28 May 2003, following a conflict with Kasyanov, he left Government and was appointed to the position of Assistant to the President, where he coordinated the activities of the working group responsible for the development of measures to double the GDP, the fight against poverty, and military reform.

In October 2003, Shuvalov was appointed Deputy Head of the Presidential Administration. In 2004, he was appointed as the President’s Representative to the National Banking Council, and he became Chairman of the Board of Directors of Sovcomflot until July 2008. In 2005, Shuvalov became the personal representative of the president at the G8 and, in 2006, he was Deputy Chairman of the organizing committee for the preparation and securement of Russia's chairmanship of the G-8.

On 12 May 2008, he was appointed as First Deputy Prime Minister of Russia. In the same year, he headed the government commission on the development of small and medium-sized businesses, the commission to coordinate government actions to combat the effects of the global financial crisis, the commission on the socio-economic development of the Far East and Transbaikal, and the organizing committee on preparation for the APEC summit.

Since 19 March 2009, Shuvalov has been the national coordinator of the affairs of the Commonwealth of Independent States. In October 2009, he was discharged from the National Banking Council. In January 2010, he headed the Joint Governmental Commission on economic development and integration.

Since August 2010, Shuvalov has been responsible for coordinating the efforts of federal executive agencies to consider inquiries from Russian and foreign investors, and formally remains in that position, following the June 2012 appointment of Boris Titov as Commissioner for the Protection of Entrepreneurs' Rights. Following the September 2011 resignation of the Minister of Finance and Deputy Prime Minister Alexei Kudrin, Shuvalov took charge of the government’s economic bloc. The same year he was appointed to replace Kudrin as Head of the Council on Financial Markets and Representative of Russia on the board for the Eurasian Economic Commission.

On 25 March 2011, the newspaper Vedomost reported that Shuvalov considered the possibility of heading the Right Cause political party, citing a federal official and a source within the party. In 2011, Shuvalov headed the regional electoral list of the United Russia party as a Primorsky Krai candidate for the State Duma of the VI Convocation at the 4 December elections.

In January 2012, Shuvalov became the head of the government commission on transport and communication. On 21 May 2012 Shuvalov was appointed as First Deputy Prime Minister in the government formed that month.
