The President of the Republic of Kazakhstan

Born July 6, 1940. In 1967, he graduated from the Highest Technical Educational Institution at the Karaganda Metallurgic Factory. He is a Doctor in Economics, Academician of the National Academy of the RK, International Academy of Engineering, Russian Federation Academy of Social Sciences, Honorable Professor of the Al-Farabi Kazakh State National University, Honorable Member of the Academy of Science of the Republic of Belarus, Honorable Professor of the Lomonossov Moscow State University. In 1960-1969, he worked at the Karaganda Metallurgical Combinat. In 1969-1973, he was involved in the Party and Komsomol work in Temirtau of the Karaganda region. In 1973-1977, he was a secretary of the party committee at the Karaganda Metallurgic Factory. In 1977-1979, he served as secretary of the Regional Committee of the Party in Karaganda. From 1979 through 1984, he served as Secretary of the Committee of the Communist Party of the RK. From 1984 through 1989, he was a Chairman of the Ministers Council of the Kazakh Soviet Socialist Republic. In 1989-1991, he served as First Secretary of the Central Committee of the Communist Party of Kazakhstan. From February to April 1990, he concurrently worked as Chairman of the Supreme Council of the Kazakh Soviet Socialist Republic. At the first general elections of the President of the Republic of Kazakhstan in 1991 N.A. Nazarbayev received 98,7 percent of votes. On April, 29, 1995, through a popular referendum, the term of office of the President has been extended until 2000. In the elections of 1999, 2005 and 2011 was re-elected as the President of the Republic of of Kazakhstan.

Vice-Minister of Industry and New Technologies of the Republic of Kazakhstan

Graduated in 1984 the Moscow Mining Institute, a mining engineer.Candidate of Technical Sciences.

He began his career in 1984, a master, then the head of mining plant Chilisaysk phosphate mines.

In the years 1993 -1995.labored senior fellow at the Scientific Center of integrated development of mineral resources of the West Branch of the Academy of Sciences of Kazakhstan.

In 1996 - 2003 he worked as Head of Administration for Industry and Commerce, Deputy, then Head of Aktobe regional management of the economy.

In 2003 - 2004 years worked in the Atyrau region - was appointed as Head of the Economic and Business Support, then director of the Department of Industry, Commerce and Small Business.

From 2004 - 2007 he worked as Deputy Head of Aktobe region. 
From December 2007 - Deputy Chairman of the Board of JSC National Company "Socio-Entrepreneurial Corporation Batys. Then Chairman of the Committee of Industry Min-va idustrii and Trade.

From April. 2010 - Vice Minister of Industry and Trade of Kazakhstan.

Rector, Eurasian National University named after L.Gumilev

Doctor of Law, professor. Date and place of birth: May 13, 1965 in Karatau, Zhambyl region. Bakhytzhan Zh. Abdraim graduated from S.M. Kirov Kazakh State University on the specialty of Law (1990), as well as from Turan University on the specialty of Finance and Credit (1997). He acquired postgraduate degree at S.M. Kirov Kazakh State University (1992) and Doctor’s degree at the State and Law Institute of the Russian Science Academy (2001). He was conferred the title of “Honorary Judge of the Republic of Kazakhstan” and awarded an honorary judicial community symbol “Ush Bi” and an honorary symbol “Sot zhuyesinin kurmetti kyzmetkeri”. B. Abdraim was granted gratitude of the Chairman of the RK Supreme Court, the Chairman of the RF Supreme Arbitrage Court, and the International Union of Lawyers. He was also awarded the order “Kurmet”, anniversary medals “10th anniversary of the Constitution of the Republic of Kazakhstan”, “10th anniversary of the Parliament of the Republic of Kazakhstan”.

Minister of Labor and Social Protection of Population of the Republic of Kazakhstan

Born in 1965. Graduated from the Dzhambul Technology Institute of Light Industry and Food Processing; PhD in economics. After graduation worked as senior inspector and headed a department at the Kzylorda oblast Administration for Social Protection. In 1994-1995 was a consultant on social protection issues with the Kazakhstan’s Supreme Council; In 1995 - 2003 worked in the Kazakhstan’s Ministry of Labor and Social Protection holding positions of vice chief of department, chief of department of pension plans, Vice Director of Department of Human Services, Director of Department of Human Services. From March 2003 to December 2005 served as Vice Minister of Labor and Social Protection. From December 2005 to October 2006 was Chairman of the Board of the State Annuity Insurance Company. From October 2006 to October 2007 served as Vice Minister of Labor and Social Protection. From October 2007 to January 2008 was Executive Secretary of the Ministry of Labor and Social Protection. From January 2008 to March 2009 was advisor to President of Kazakhstan and chaired the National Committee for Women’s Issues and Demography under the directorship of President. In March 2009 was appointed Minister of Labor and Social Protection.

Rector, Kazakh economic university named after T.Ryskulov

Born September, 11, 1962 in Kyzylorda. Labor activity has begun to work at the Guryev machine-building factory of Petrovsky. In 1981 has arrived in KazGU of S.Kirov on a specialty "political economy". Since 1986 worked as the teacher at the Guryev teacher training college. In 1989 has arrived in internal postgraduate study of the St.-Petersburg state university upon termination of which has protected in the same place the master's thesis. Since 1993 till June, 1st 2005 worked at the Kazakh national pedagogical university of Abaj. Since 2005 – rector KazEu of T.Ryskulov. In 1998 has been awarded by the Certificate of honor of the Minister of Education and Science of Republic Kazakhstan. In 2003 it is awarded by a sign «Honourable educator of Republic Kazakhstan». He is the assistant to the editor-in-chief of scientifically-analytical magazine EvrAzEs «Problem of modern economy» (it is published in St.-Petersburg). The Associate editor of "News of National Academy of Sciences». The active participant of various international educational and scientific programs, is a deputy head of the fundamental scientific program on reforming of the Kazakhstan formation, a member of educational-methodical association Treasury of Al-Farabi. Aycı graduated from the Ankara-based Bilkent University’s department of political science and public administration in 1994. He later continued his academic career as a researcher at the University of Leeds in the UK. He received his master’s degree in international relations at the İstanbul-based Marmara University in 1997. He previously worked at Kurtsan İlaçları A.Ş., the İstanbul Metropolitan Municipality, Universal Dış Ticaret A.Ş. and became general manager of Başak Sigorta, one of Turkey’s leading insurance companies. He left his post at Başak Sigorta A.Ş. and started working at another leading insurance company, Güneş Sigorta, until his appointment to ISPAT. Born May 25, 1976 in Almaty, kazakh. In 1996, he was graduated with honors from the Kazakh State Academy of Management by specialty economist (specialization – organization of banking system). Since 1996 to 2007 had taken part in courses and seminars which were hold by international organizations and institutes of different countries as USA, Japan, South Korea, Austria, Turkey and others. Since November of 1995 to November of 1996 he worked as a senior economist on Central-Asian stock market. Since November 1996 to august 2007 he worked at the Department of research and statistic of the National Bank of Kazakhstan on different positions. Since July 2003 to august 2007 he worked as a director of the Department of research and statistic. On August 28, 2007 he was appointed as the deputy Governor oh the National Bank of Kazakhstan by decree of the President of Republic of Kazakhstan. S. Akkaya received her B.Sc. and M.Sc. degree in Economics at the Middle East Technical University in Turkey, Ph.D. in Economics at the Bilkent University, Turkey.

In 1989-1994 worked at the Statistical, Economic Social Research & Training Center, Organization of Islamic Countries. Since 1994 was ResearchEconomist of World Bank Country Office in Turkey, Country Economist and Senior Country Economist at the World Bank, Washington, D.C., USA. Her concentration was Bosnia and Herzegovina, Turkey and Kyrgyz Republic’s country policy. Later she represented the World Bank in Lebanon Regional Office, covered the West Bank and Gaza Program.

From 2006 she is the World Bank Country Manager for Kazakhstan.

Governor, Central Bank of the UAE

Mr. Sultan Bin Nasser Al Suwaidi is a UAE national, born in Abu Dhabi in 1953. He graduated with a B.S. degree in Business Administration and Finance, and started his career at Abu Dhabi Investment Authority (ADIA) in 1978.

In 1982, Mr. Al Suwaidi moved to Abu Dhabi Investment Company (ADIC), where he served as General manager of the Company. His mandate was to restructure the Company and stream-line its operations.

In early 1984, Mr. Al Suwaidi was nominated for the position of General manager of Gulf International Bank (Bahrain), and his nomination was accepted by the 7 Gulf countries shareholders. At GIB Mr. Al Suwaidi redirected the strategy of the Bank towards doing more business within the region.

In late 1985, Mr. Al Suwaidi was offered the position of Managing Director and CEO of Abu Dhabi Commercial Bank.

He joined Central bank of the UAE as Governor on 18th Dec. 1991.

Aumann's greatest contribution was in the realm of repeated games, which are situations in which players encounter the same situation over and over again.

Scientific researches of Yisrael Robert John Aumann were marked by a great number of honorable awards. In 1974 – Honorable member of the American Academy of Science and Art; in 1985-1995 – Member of the National Academy of Science, USA; member of Israel Academy of Science; correspondent-member of the British Academy. Has several Prizes: Harvey Prize in Science and Technology, Israel prize for Economics, Erwin Plein Nemmers Prize in Economics, Emet Prize for Economics.

In 2005 he shared the 2005 economics prize with Thomas Schelling of the USA for “having enhanced our understanding of conflict and cooperation through game-theory analysis”.

Dr. Baigarin took his undergraduate studies in engineering and physics at Moscow Physical and Technician Institute. He gained Ph.D. in physics and mathematics in 1989 at I.V.Kurchatov Institute of Atomic Energy in Moscow. He has more than 60 scientific publications.

Dr. Baigarin started his working career in 1975 at I.V. Kurchatov Institute of Atomic Energy, Moscow. Since 1990 he was the Head of Laboratory of the Institute. Dr. Baigarin was the associate of the International Program Leadership on Environmental and Development (LEAD) in 1993-1994. In 1997 he jointly with ECN (Netherlands) finalized Market Development Study for Wind Energy in Kazakhstan.

Since 1999 negotiator on RK status on UNFCCC and the Kyoto Protocol. In 2008 Dr. Baigarin was appointed as the Consultant of the Strategic Development and Analysis Centre of the President Administration of the Republic of Kazakhstan.

Patrick Gray was born in 1947, graduated from Oxford University and London School of Economics. He is a Manager of CNCP Program and Head of Moscow representative office HTSPE. In the 80's and 90's, he took an active part in creating the British system to promote innovation as a parliamentary adviser on industrial strategy, has been Chief Economist at the Industrial Council of the West Midland region (Venture Fund, which supports the development of small and medium high-tech business in the center region of England), was a member of the Board of the network to develop strategies for local economic development and was Chairman of the other network of local government regions interested in the development of the automotive industry. Herman Gref was born in the Kazakh Soviet Socialist Republic (now Kazakhstan) into a family of ethnic German deportees who were exiled there in 1941. After fulfilling two years of military service, he studied law at Omsk State University in Siberia from 1985 to 1990.

He then moved to Leningrad (now Saint Petersburg) and taught law at Leningrad University until completing his post-graduate degree in 1993. In 1992 – 1998 Gref worked on several positions at the Saint Petersburg City Administration.

In August 1998, Herman Gref was appointed First Deputy Minister of State Property of the Russian Federation, and was a member of its board until 2000. He was also appointed to the board of the Federal Commission for the Securities Market of the Russian Federation and the board of state-owned Svyazinvest and Gazprom in 1999.

Gref was first appointed as Minister of the newly formed Ministry of Economic Development and Trade on May 18, 2000 and was reappointed to the position in the succeeding Cabinet in 2004.

With a freshly awakened interest in theoretical economics, Kydland earned a B.S. from the Norwegian School of Economics and Business Administration (NHH) in 1968 and a Ph.D. in economics from Carnegie Mellon in 1973. 
He joined the faculty of Carnegie Mellon University in 1977, where he served as a Professor of Economics until 2004, when he became a faculty member of the University of California, Santa Barbara and founded the Laboratory for Aggregate Economics and Finance (LAEF) at this same institution. Ms. Xafa holds both a Masters degree and a Ph.D. in economics from the University of Pennsylvania. She has taught economics at the University of Pennsylvania and Princeton University and is the author of several published articles on international trade policy, the Latin American debt crisis and European monetary unification.

Executive Secretary of the United Nations Economic Commission for Europe

Mr. Kubis was born in Bratislava on 12 November 1952. On 19 December 2008, United Nations Secretary-General Ban Ki-moon announced the appointment of Jan Kubis of Slovakia as the new Executive Secretary of the United Nations Economic Commission for Europe (UNECE), Under Secretary-General of the United Nations. He has outstanding qualifications and numerous accomplishments in his own country and internationally, in the area of diplomacy, foreign security policy, as well as international economic relations. He served as Minister for Foreign Affairs of Slovakia from 2006 to January 2009, as Chairman of the Committee of Ministers of the Council of Europe, from 2007 to 2008, and as Secretary-General of the Organization for Security and Cooperation in Europe (OSCE), from 1999 to 2005.  Among his previous functions, he was the European Union's Special Representative for Central Asia with the office in Brussels from 2005 to 2006. In 2000, he was the Personal Representative of the Chairman-in-Office of OSCE for Central Asia, and from 1994 to 1998, Director of OSCE’s Conflict Prevention Centre. From 1998 to 1999, he was Special Representative of the Secretary-General for Tajikistan and Head of the United Nations Mission of Observers in Tajikistan.  A graduate of the Moscow State Institute of International Relations, he worked at the Ministry of Foreign Affairs of the former Czechoslovakia from 1976 to 1992 and thereafter in 1993 at the Ministry of Foreign Affairs of Slovakia. Attended the Mass In 1961, he went on to staff the International Monetary Fund. Achusetts Institute of Technology (MIT), where he obtained PhD in Economics in 1956.Professor of economics at Columbia University. Well known as creator of theory of optimum currency areas. He obtained the deserved recognition for the contribution to economic development. Mundell was awarded the Guggenheim Fellowship in 1971 and the Nobel Memorial Prize in Economics in 1999. In 2002 he was made a Companion of the Order of Canada.In 1992, Mundell received the Docteur Honoris Causa from the University of Paris. Mundell's honorary professorships and fellowships were from Brookings Institution, the University of Chicago, the University of Southern California, McGill University, the University of Pennsylvania, the Bologna Center and Renmin University of China. He became a fellow of the American Academy of Arts and Sciences in 1998. In June 2005 he was awarded the Global Economics Prize World Economics Institute in Kiel, Germany.

Ousmene Jacques Mandeng, Head of Public Sector Investment Advisory, Ashmore Investment Management Limited.

He joined Ashmore in January 2008 to head the expansion of Ashmore's public sector franchise focusing on new investment products for financial public sector institutions and international monetary system issues. Ousmene was the Deputy Division Chief at the International Monetary Fund (IMF) and had several assignments in Latin America, including as a resident representative, and on IMF member and lending policies. Nobel Prize Laureate in Economics, 2007, “for having laid the foundations of mechanism design theory”

Born December 12, 1950.American economist, bachelor, magister and doctor of philosophy. At the age of 26, Maskin was a research fellow at Jesus College, Cambridge. After that he taught at Massachusetts Institute of Technologyfrom 1977–1984 and from 1985-2000 at Harvard University, where he was the Louis Berkman Professor of Economics. In 2000, he moved to the Institute for Advanced Study in Princeton, New Jersey.
Maskin has worked in diverse areas of economic theory, such as game theory, the economics of incentives, and contract theory. He is particularly well known for his papers on mechanism design/implementation theory and dynamic games. 
In 2007, Maskin shared the Nobel Prize in Economics along with Leonid Hurwiczand Roger Myerson “for having laid the foundations of mechanism design theory”.
Eric Maskin is a Fellow of the American Academy of Arts and Sciences, Econometric Society, and the European Economic Association, and a Corresponding Fellow of the British Academy. He was president of the Econometric Society in 2003. Recently, Maskin has become chief editor of the economic magazine “Economics Letters”.

Stepan Mesich was born December 24, 1934. Before his ten-year presidency, he held the posts of: Prime Minister of Croatia, President of the Croatian Parliament, Mayor of Orahovica, the final president ofYugoslavia, Secretary General ofNon-Aligned Movement, andjudgein Našice city. Mesich was a deputy in theCroatian Parliamentin  1960s, and then in 1990 he joined to theCroatian Democratic Union (CDU), and was named thePrime Ministerafter CDU won in the elections. He was elected as the Croatian member of theYugoslav Federal Presidencywhere he served initially as Vice President and then in 1991 as the lastPresident of Yugoslavia. After Yugoslavia disintegrated, Mesich served asPresident of the Croatian Parliament from 1992 to 1994, when he left the CDU. With several other members of parliament, he formed a new party - Croatian Independent Democrats (CID). In 1997 the majority of CID members, including Mesich, merged into theCroatian People's Party(CPP). AfterFranjo Tuđman died in December 1999, he was elected in two rounds to be the President of the Republic of Croatia in February 2000. He was re-elected in January 2005 for a second term.

Born July 5, 1936. Mirrlees was educated at the University of Edinburgh and Trinity College, Cambridge. Between 1968 and 1976, Mirrlees was a visiting professor at Massachusetts Institute of Technology. 
In 1968 he taught at Oxford University where he closely worked with  tax system of the USA, namely with the theory of income taxation. James Mirrlees worked a lot at the different Universities of the country and cooperated with the state authorities, consulting specialists from different countries.  
In 1996 Vickrey and Mirrlees shared the Nobel Prize for Economics "for their fundamental contributions to the economic theory of incentives under asymmetric information".
In 1998 he was knighted. He is the President of econometric society (1982) and President of International Atlantic Economic society (1988-89).
Since 2002 he has been Distinguished Professor-at-Large at The Chinese University of Hong Kong and in 2009 he became Master of Morningside College, established in The Chinese University of Hong Kong.

After university he served in the Austrian Ministry of Trade, Commerce and Industry dealing with Foreign Trade and European Integration, later in the Cabinet of the Secretary of State. He also served in the Cabinet of the Minister of Agriculture and Forestry dealing especially with agricultural trade matters. Albina Nikkonen has served as the Executive Director of RVCA since 1998, promoting the establishment and development of the venture capital industry in Russia. She is an organizer of the first Russian “Fund-of-Funds” Venture Capital Innovation Fund (VIF) which was established in 2000 under the Government Decree. The main goal of VIF has been to promote venture funds with national capital in Russia. 
In 2006 Albina Nikkonen served as a member of the work group for preparing the Russian Venture Company (RVC), chairman of the organizing committee for The Russian Venture Fair (2000) and Russian Venture Forum (2005). In 2005, under the direction of Albina Nikkonen, regional coaching-centers for entrepreneurs were organized in Russia with a goal to promote venture businesses. Nobel Prize Laureate in Economics ”for the analysis of equilibria in the theory of non-cooperative games”, 1994

Born June 13, 1928. After the school, Nash attended the Carnegie Institute of Technology, where he became interested in the theory of “problem of negotiations”, and then he studied in Princeton University, where he heard about the theory of games for the first time.  
At the age of 21, he wrote his dissertation on the theory of games, the mathematics of competition, which known as “Nash Equilibrium” later brought the Nobel Prize.
In 1987, Nash was awarded the John von Neumann Theory Prize for his discovery of non-cooperative equilibrium. In 1994, he received the Nobel Prize in Economic Science for “his analysis of equilibria in the theory of non-cooperative games”, which he shared with Reinhard Selten and John Harsanyi.
Today he is working on new opportunities of computer usage. Princeton gave him the appropriate research position. Nash has developed work on the role of money in society.

Born in 1949 in Jordan. Taleb Rifai was the Assistant Director-General of the International Labour Organization (ILO). From 1999 to 2003, he served in several ministerial portfolios in the Government of Jordan, as Minister of Planning and International Cooperation of Jordan and Minister of Information. In 2001, his portfolio was expanded to include the Ministry of Tourism and Antiquity.
From 1993 to 1997, Taleb Rifai was actively involved in policy making and developing trade and investment strategies, initially in his capacity as Director of Jordan’s Economic Mission to Washington DC promoting trade, investment and economic relations between Jordan and the USA.  In 1995 he became the Director General of the newly established Investment Promotion Corporation (IPC), responsible for developing and implementing policies aiming at attracting Foreign Direct Investment into Jordan. Prior to this appointment Stephen was Chief, Office of the Director with OCHA in Geneva (2007-2010), with additional duties in 2010 as OIC of the OCHA Administrative Office.  From 2004-2007, he was Head of Office for OCHA’s Russian Federation Country Office and in 2003 until 2004, he was their Chief of the Policy Development Section in Geneva.  From 1999-2003, Stephen was OCHA’s Desk Officer and Head of Field Office, covering former Yugoslavia and Afghanistan.  In 1998 he was the Political Adviser to the Head of the UN Human Rights Field Operation in Rwanda and from 1996-1998, Chief of the Civil Affairs Liaison Office for the UN Transitional Administration in Croatia (UNTAES).  Prior to his career with the UN, Stephen pursued an academic career (1988-1996) at Princeton University and at the University of Michigan.  He also spent time as a Freelance Journalist in Croatia and Bosnia-Herzegovina (1991-1993) and conducted extensive field research in former Yugoslavia.  James H. Rudy Professor of Economics at Indiana University

Von Furstenberg served for a year as an assistant professor of economics at Cornell, followed by another stint at Brookings, this time as an Economic Policy Fellow assigned to the Program Evaluation Section of theDepartment of Housing and Urban Development (HUD). He returned to Cornell for two years as an assistant professor, then spent a summer as a consultant to HUD, before moving to Indiana as an associate professor. Following a stint as a visiting professor at the University of Augsburg, he became a full professor at Indiana, in 1973.

From 1973-1976 von Furstenberg served as Senior Staff Economist for the U.S. President's Council of Economic Advisors. He spent half a year as a resident economist at the American Enterprise Institute, then resumed his teaching duties in Bloomington. In 1978, he began a five-year stint as Chief of the Financial Studies Division of the International Monetary Fund. In 1983, he was named Rudy Professor of Economics.

He undertook several executive positions in private sector in Istanbul for 7 years during 1989-95. In 1996 Mr. Erçel was appointed as the Governor of the Central Bank of the Republic of Turkey where he served 5 years until 2001. In 2002 Mr. Erçel established a financial advisory firm, Ercel Global Advisory lectures at Aydin University.He also is a columnist in the daily newspaper “HaberTurk” and commentator at “Bloomberg HT” television.

Sergio Bertoli was born in Livorno in 1946. Sergio Bertoli achieved his degree in Electronic Engineering in 1971 at Pisa University. He began his carrier in Marconi Italiana in 1973 and worked there until 1977 as system engineer. 
From 1977 to 1984 was the responsible of the Italian Military Market of a private company which represented several foreign companies involved in high technology. In the 1980 was appointed as an executive of the company. From 1984 to 1989 he was the Chief Executive Officer of a private company which represented several foreign companies involved in high technology. From 1990 to 1995 he was the Commercial Director of Micrel, a company owned by SMA. In 1995 he reached the Finmeccanica Group as Commercial Director of the company Alelco. From 2001 to 2004 he worked in Galileo Spa in the “Strategic Marketing Division”. In 2003 He received by Finmeccanica the task of Area Manager for the country of Israel. From 2005 he is working in Finmeccanica as Area Manager of several countries in the Sales Department.

In 1999 to 2001 she was the National coordinator of the First Inter-State Report on indicators testing of sustainable development for the Aral Sea basin, which was successfully presented by Kazakhstan at 9-th UN CSD (2001). In 2000-2002 she was a Member of the Working group of the preparation UNDP report (National Agenda -21), which was presented during the World Summit on Sustainable Development in Johannesburg. Born on November 7, 1972 in Akmola region. 
In 1994 she graduated from Akmola Agricultural Institute with honors in “Economics and management in the sectors of agriculture "in 2003 - Eurasian Humanitarian Institute with honors in law. Candidate of Economic Sciences. 
She began her career in 1995 as a professor of economic faculty of the Gumilev Eurasian State University. In 2004 she worked as a national expert on economic development project of UNDP Kazakhstan. From August 2004 to January 2009 she headed the department of analysis and strategy development, training and consulting, corporate development of JSC “Entrepreneurship Development Fund”. Since January 2009 she worked as general manager of the department of special programs, the Directorate on financial institutions and development institutes management JSC “Samruk-Kazyna”. 
She is married and has 3 children. From August 17, 2009 appointed as member of the Board of Entrepreneurship Development Fund. Since January15, 2011 she serves as an Acting Chairperson of theBoard.

Vice Prime Minister – Minister of Industry and New Technology of the Republic of Kazakhstan

Born in 1971 in Karaganda, he graduated from the Al-Farabi Kazakh State National University with a major in law in 1994; and in 1998 graduated from the Higher School of Public Administration under the directorship of the President. In 1995-1997 he worked as Assistant and Senior Assistant Attorney in Medeu District in Almaty. In 1998-1999 worked as Chief Officer with the Agency for Strategic Planning and Reforms. In 1999-2000 headed Justice Ministry Department for Registration and Enforcement of Central and Local Agencies’ Regulations. In 2000 to 2001 was President of the Nationalnaya Yuridicheskaya Sluzhba CJSC [legal consulting services] with Justice Ministry; later working in the private sector. November 2002 to June 2003 was Advisor to the Minister of Economy and Budget Planning. In 2003 he has added to his portfolio the position of the Vice Minister of Industry and Trade. In 2006 was Vice President of the Board at Kazyna Fund for Sustainable Development. In 2007-2008 was Director for Marketing of financial projects with Credit Swiss (Kazakhstan). February 2008 to May 2009 served as Aide to the President of Kazakhstan. May 2009 was Minister of Industry and Trade. March 2010 was appointed Vice Prime Minister – Minister of Industry and New Technology.

Born January 28, 1969 in Almaty. In 1993 has graduated from Moscow State University named after M.V. Lomonosov, specialty – mathematician. In 1996 he graduated from Market Institute of Kazakh Management Academy, National School of Public Administration under the President of the Republic of Kazakhstan. In 1998, Georgetown University of Washington, the United States of America. He began working in 1993 as a graduate student, assistant to the Kazakh State University named after Al-Farabi. In 1996 he worked as Senior expert of the Supreme Economic Council under the President of the Republic of Kazakhstan In 1997 he took the position of Deputy Director, Director of Department at the Agency for Strategic Planning. In 1998 was appointed Head of Social and Economic Department of the Administration of the President of the Republic of Kazakhstan. In 1999 - 2001 served as Chairman of the Agency for Strategic Planning, In 2001 - 2002 - First Vice-Minister of Finance of the Republic of Kazakhstan. From 2002 to 2006 served as Minister of Economy and Budget Planning of the Republic of Kazakhstan. From 2006 to 2008 served as CEO of Kazyna Sustainable Development Fund. From January to October 2008 served as Head of Administration of the President of the Republic of Kazakhstan. October 2008 – April 2011 - CEO of the Sovereign Wealth Fund “Samruk-Kazyna” JSC. Member of Political Bureau of the National Democratic Party “Nurotan”.  He is the author of numerous scientific publications. He is fluent in English and French. In 2005 he was awarded with “Kurmet” order and other medals.
