Deputy Prime Minister of Kazakhstan

Born in 1970 in Alma-Ata. In 1987, he graduated from the Alma-Ata Republican Physics and Mathematics Boarding School. Later, he graduated from the Almaty Energy Institute (now the Almaty University of Power Engineering and Telecommunications) and the Bauman Moscow State Technical University. In 1997, he held the posts of Deputy Chairman of Bank TuranAlem CJSC and Chairman of the Board of ATF Bank CJSC. In 1998, he worked as advisor to the Prime Minister of Kazakhstan. He also held the post of First Deputy Minister of Energy, Industry and Trade. In 2000, he served as Deputy Finance Minister. In 2001, he chaired the Board of the Development Bank of Kazakhstan. From 2001-2003, he served as Chairman of the State Agency on Regulation of Natural Monopolies, Protection of Competition and Support of Small Businesses. From 2003-2004, he held the post of Finance Minister of Kazakhstan. He also served as director of the European Bank for Reconstruction and Development (EBRD) in Kazakhstan and as board member of the National Bank of the Republic of Kazakhstan. From 2004-2006, he served as the Health Minister of the Republic of Kazakhstan. From 2006-2012, he served as the Chairman of the Board of Directors of KazInvestBank JSC. Beginning 25 September 2012, he served as the Economic Development and Trade Minister of the Republic of Kazakhstan. From 16 January 2013, he served as the Minister of Economic Affairs. On 6 August 2014, he was named National Economic Minister by Decree 880 of the President of the Republic of Kazakhstan. On 30 April 2015, he was again named National Economic Minister by Decree № 5 of the President of the Republic Kazakhstan. From 2016-2017, he served as chairman and CEO of the Baiterek national holding company. Beginning in August 2017, he has served as Deputy Prime Minister.
